Role Overview
The Parks Management Senior Manager will lead the strategic and operational management of public green spaces, ensuring high standards of quality, safety, and sustainability. This role involves overseeing daily operations, coordinating projects, managing resources, and fostering engagement with stakeholders and the community.
Key Responsibilities
- Strategic & Operational Oversight: Lead and coordinate all departmental activities, develop work plans aligned with objectives, and act as the principal liaison between senior management and section managers.
- Financial & Resource Management: Prepare and oversee annual budgets, monitor expenditures, forecast resource needs, and manage procurement and contractual agreements to ensure operational efficiency.
- Asset & Contractor Management: Supervise inventories, procurement of materials, tools, vehicles, and machinery, manage external contractors, and maintain asset registers.
- Performance & Quality Assurance: Establish KPIs and service benchmarks, provide regular reports on project progress, follow up on performance issues, and conduct site inspections to verify service quality and compliance.
- Health, Safety & Risk Management: Ensure compliance with occupational health and safety regulations, oversee risk assessments, and implement corrective and preventive actions.
- Stakeholder & Community Engagement: Represent the department in meetings with government bodies, local councils, NGOs, and private partners; support community events and respond to public feedback effectively.
Qualifications, Skills, and Attributes
- Education: Bachelor’s degree MQF Level 6 (or higher) in Public Management, Environmental Management, Operations Management, or a related field. Diploma MQF Level 5 acceptable with extended experience.
- Experience: Minimum three years in a similar role with a bachelor’s degree; five years with a diploma; eight years relevant experience considered if no formal qualifications.
- Language Skills: Excellent command of English required; Maltese an asset.
- Communication Skills: Strong verbal and written communication skills to effectively interact with senior management, staff, and external stakeholders.
- Interpersonal Skills: Ability to build rapport, foster collaboration, and lead diverse teams.
- Technical Skills: Proficiency in operational management, project delivery, budgeting, procurement, and asset oversight.
- Organisation: Highly organised with the ability to manage multiple projects, priorities, and deadlines.
- Self-Motivated: Demonstrates initiative, accountability, and a strong work ethic.
- Problem-Solving: Capable of identifying issues, analysing solutions, and implementing effective corrective actions.
