About the Department
The Trustees Supervision Function is responsible for overseeing authorised trustees and other fiduciaries, including administrators of private foundations. The key aim of the department is to monitor these entities and ensure their compliance with the applicable legislative framework, thus safeguarding the interests of clients involved in regulated activities.
About the Role
As the Head of Trustees, you will play a crucial role in setting the strategic vision for the function, ensuring the MFSA achieves its long-term goals and regulatory objectives. Your leadership will be instrumental in developing a robust supervisory framework and elevating standards within the industry.
- Defining and executing a long-term vision for the Trustees Supervision Function, focusing on where the MFSA needs to be and charting the path to get there.
- Developing and enhancing mechanisms for efficient and effective supervision within the sector.
- Promoting a compliance-driven culture across the industry, encouraging higher standards in the supervised entities.
- Representing the function and the Authority at both local and international forums, addressing issues relevant to trustees and fiduciary supervision.
- Ensuring the appropriate allocation of tasks and the achievement of set objectives for both individual team members and the function as a whole.
- Collaborating with other regulatory and management functions within the MFSA to ensure cohesive operations.
- Building and fostering strong relationships with other functions, promoting better communication and collaboration across the Authority.
- Leading, mentoring, and supporting team members, enabling them to develop the skills required to fulfil their responsibilities effectively.
- Delegating tasks appropriately to ensure the smooth running of the team.
- Managing recruitment, training, and performance appraisal processes in line with budgetary constraints.
- Ensuring employee retention and succession planning to maintain a well-structured and resilient team.
- Preparing and managing resource requests to meet the function’s needs.
- Maintaining up-to-date policies and procedures relevant to the function.
- Addressing any operational issues related to the function's affairs and handling any other duties as assigned by the Chief Officer Supervision.
We are looking for an experienced professional with a solid academic background in Law, Accountancy, Banking and Finance, Economics, or another related discipline.
The role requires:
- A qualification at National Qualification Framework Level 6 or higher, certified by the Malta Qualifications Recognition Information Centre (MQRIC), or an internationally recognised professional qualification of a comparable level.
- A postgraduate degree in a relevant field, which would be considered an asset.
- A minimum of seven (7) years of experience in a senior regulatory or supervisory role, preferably with twelve (12) years of total experience in the financial services sector.
- Alternatively, candidates with at least fourteen (14) years of relevant experience but without formal qualifications will also be considered.
