CE Installations Ltd. provides both the installation and maintenance of Mechanical and Electrical services for a wide variety of customers across a diverse range of projects. CE Installations has over 250 multi-cultural employees and due to recent growth, the company is seeking to recruit a Procurement Officer to join our dynamic team.

Job Description

Whilst reporting to the to the Procurement Manager, the Procurement Officer joins the team of buyers responsible to handle the procurement process with accuracy to ensure that all project requirements are purchased with the best price, required quality and delivered to the require sites at the right time.

General Duties include but are not limited to:

  • Controlling and negotiating valid prices with BOQ subcontractors and suppliers.
  • Collecting offers from other subcontractors (up to three) if conditions are not as per tender, with specs, lead time, and payment terms based on project specifications, final drawings, and final quantities.
  • Comparing prices with CEI selling rates, tender supply rates, profit, specs, and delivery times.
  • Working with the Projects Main Procurement Senior Manager to decide on suppliers and subcontractors.
  • Sending specs of the decided subcontractor/supplier to the document controller for submittal.
  • Sending samples of the decided subcontractor/supplier to the project coordinator using a specific form.
  • Sending purchase orders (PO) to suppliers for materials with details of payment terms, material specifications, delivery terms, delivery time, and penalty clauses for delays or losses caused by late/wrong delivery.
  • Sending PO and contract to subcontractors for agreed works with payment terms, material specifications, delivery terms, delivery time, and penalty clauses for delays or losses caused by late/wrong delivery.
  • Scheduling deliveries of materials and document in the daily planner.
  • Recording agreed payment terms in the payment tracker.
  • Confirming that all ordered materials are delivered correctly by checking feedback from site coordinators.
  • Ensuring that all agreed works by subcontractors are completed according to requirements by checking feedback from site coordinators.
  • Preparing returns, claims, and penalties if materials or works are not as per order or contract.
  • Raising purchase orders and following up on their progress.

Position Requirements:

  • An ‘A’ Level standard of education and/or possession of a CIPS diploma or equivalent will be considered an asset.
  • Previous work experience in a procurement environment is preferred.
  • Possess a confident and meticulous nature and be able to work in a team without constant supervision.
  • Possess effective interpersonal and customer-care abilities.
  • Procurement negotiation skills.
  • A good understanding of the construction industry would be considered an asset.
  • Good listening and effective communication skills.
  • The ability to work calmly and effectively under pressure.
  • A good command of speaking and writing skills in English and preferably Maltese.
  • Computer literacy.
  • European passport or a residence/work permit permission to be in Malta.
  • Clean police conduct certificate.
