About Department

The Investment Services Supervision Function is responsible for the authorisation and supervision of custodians, investment firms, fund managers, collective investment schemes, recognised private collective investment schemes, registered tied agents and recognised fund administrators. Through its supervision, the function assesses compliance with prudential requirements stemming from European Directives and local legislation and regulations. It also examines the adequacy of systems and controls, governance arrangements, risk management, and risk mitigation within licensed entities under its remit. To support its supervisory work, the function actively participates in Commission and European Supervisory Authorities’ committees and working groups, contributing to the development of policy and legislation within its scope

About the Role

Within this role you will form part of the Investment Firms Team within Investment Services Supervision. The following are some tasks you will be involved in:

• Conducting desk-based reviews to determine whether licence holders are compliant with local primary and secondary legislation as well as regulations relating to investment services as updated from time to time, including financial documentation submitted to the MFSA on a periodic basis;
• Undertaking assessments of licence holders through the compilation of high standard reports;
• Acting as a contact point with licence holders, corresponding directly with them, reporting findings and resolving issues as they arise;
• Using judgement to identify high risk cases and prioritising accordingly, escalating issues when necessary to senior management;
• Assist the Team in the compilation of reports in relation to risk models;
• Assist the Team in the implementation of EBA and ESMA Guidelines related to Investment Firms;
• Participating in onsite compliance interactions and supervisory meetings, ensuring that they are delivered with the required regulatory standards while interfacing with licence holders on an ongoing basis; and
• Undertaking other supervisory tasks or projects as delegated by line management.
  
  

About You

We are looking for candidates with solid academic background in Accountancy, Banking and Finance, Economics, Public Policy, Statistics or in another related background. Experience related to investment firms will be considered as an asset for this role.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

The candidate should possess the following skill set:

• ability to multi-task and work on own initiative with minimum supervision;
• be a self-motivated team player and able to adopt various roles within a team;
• excellent verbal and communication skills;
• ability to prioritise and deliver under pressure;
• highly IT literate; and
• sound analytical and judgemental skills compiling reports of a high standard.

If you do not have the necessary academic or professional qualifications but you have at least five (5) years of relevant experience, we would still be interested in speaking with you.
