DC Aviation Ltd is part of the wider DC Aviation group and operates across several aviation approvals in Malta: a business aviation Air Operator Certificate (AOC) issued by the Civil Aviation Directorate (CAD), a ground handling licence, and a Part-145 maintenance organisation approval currently being established. We a manage fleet of five business jets and support operations through international line stations. Ours is a lean operation backed by the resources of a larger group, with functions delivered by a mix of in-house and subcontracted staff — which keeps the structure efficient and gives this role unusually broad exposure.
The role
Reporting to the Accountable Manager [or nominated Safety & Compliance Manager], you will support and help strengthen the safety and compliance management systems that run across the group's aviation approvals — the FBO, the AOC (EASA Part-ORO / Malta CAD) and the Part-145 maintenance organisation now being established. The heart of the role is documentation and compliance structure: keeping the manuals current and well-organised, and helping the nominated persons across departments and line stations stay audit-ready.
This is a full-time position with a deliberately broad remit. Initially you will support the existing structure; as you establish yourself, the intention is for the right person to take the lead on safety and compliance across the FBO, AOC and Part-145 — coordinating subcontracted and in-house support staff and the group's international line stations. For someone who earns it, there is real room to grow into that responsibility over time.
• Draft, review and maintain the Safety Management Manual (SMM) and Compliance Monitoring Manual (CMM), keeping them current with regulation and operational reality.
• Coordinate safety and compliance activity across the group's aviation approvals (FBO, AOC and the emerging Part-145) and international line stations, working with subcontracted and in-house support staff.
• Support the nominated persons across departments with documentation structure, procedure writing and compliance — helping ensure consistency across the manual suite.
• Assist the Compliance Monitoring Programme: audit scheduling, tracking findings and corrective actions, and supporting close-out.
• Support the Safety Management System: occurrence and hazard reporting administration, risk assessment records and Safety Review Board material.
• Review, strengthen and take ownership of the Flight Data Monitoring (FDM) programme and develop safety trend monitoring — building the structure to capture, analyse and act on operational data, and feeding the findings into the SMS.
• Help prepare documentation for CAD audits, approvals and amendments.
• Track relevant EASA and Malta CAD regulatory changes and flag their impact on procedures.
Essential
• Background in aviation safety, quality, compliance or operations — ideally with an AOC, CAMO, Part-145 or ATO.
• Working knowledge of the EASA framework (Part-ORO and Part-CAT and/or Part-NCC).
• Genuine ability and appetite for writing and structuring aviation manuals and procedures.
• Excellent written English and strong attention to detail.
• A pragmatic, commercially aware mindset — you understand that a sound safety and compliance function exists to support a viable operation, and you work efficiently within a lean, group-backed structure.
• Eligibility to work in Malta / the EU.
Desirable
• SMS and internal/lead auditor training.
• Prior business aviation experience.
• Exposure to ground handling/FBO and/or Part-145 maintenance environments, and to managing FDM programmes.
• Familiarity with Malta CAD processes.
