About the Function
The Programme Management & Quality Assurance (PMQA) Unit serves as the Authority’s centralised support structure for all change and delivery initiatives. It is responsible for establishing, maintaining, and continuously improving MFSA’s project management standards, ensuring consistency, transparency, and alignment across all organisational change activities. PMQA is structured around three core pillars: programme management, change management, and quality assurance. Together, these pillars provide a unified framework that supports effective planning, execution, and oversight of initiatives across the Authority.
About the Role
The Senior Project Management Analyst will play a vital role in evaluating project data, driving governance standards, and optimizing portfolio performance. The selected candidate will ensure that requested changes maintain the stability of the overall operational and systems framework of the Authority. They will work with colleagues at all levels within Business and Technical departments to provide change process consultancy, training, guidance and support based on expert knowledge.
Main responsibilities include:
- Data Analysis & Reporting: Gathering, analysing, and visualising complex project data to build executive dashboards and manage information reports;
- Governance & Compliance: Monitoring active projects for adherence to organizational frameworks, standards, and stage-gate processes;
- Risk & Issue Oversight: Tracking and analysing portfolio-level RAID (Risks, Assumptions, Issues, Dependencies) logs and escalating critical variances;
- Resource & Financial Tracking: Evaluating project budget and resource allocation models to forecast future business needs;
- Process Optimization: Identifying operational gaps and leading continuous improvement initiatives;
- Project Management: Supporting the respective project managers and participating in regular status meetings with all stakeholders to perform timely follow-up on agreed actions;
- Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
About You
The role requires an academic qualification in Business, Project Management, IT and/or Change Management or a relevant field at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.
Along with the aforementioned academic qualification, you should also possess a minimum of five (5) years working in a project management or change management environment, or in an area related to the role.
If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant experience, we would still be interested in speaking with you.
Skills and Competencies:
- Project Management techniques used to plan, execute, monitor and close projects effectively.
- Advanced proficiency in data manipulation (Excel, SQL, Power BI) and core PPM software (MS Project, JIRA, or similar platforms).
- Strong critical thinking, stakeholder management, cross-functional communication and conflict resolution.
- Experience of working in a dynamic and high-pressure environment with multiple deadlines.
- Solid knowledge of the financial services industry will be beneficial.
