About the Programme Management & Quality Assurance Function
The Programme Management & Quality Assurance Function is responsible for the setting up of a single, central support structure, designed to provide assistance to change and delivery initiatives within the Authority. This function is responsible to define and maintain standards for project management within the Authority. The function is made up of three main pillars namely programme management, change management and quality assurance. The objective of the Quality Assurance (QA) pillar within this function is to contribute to the excellence and homogeneity of the Authority’s operational and supervisory activities by carrying out reviews of processes. The QA team assesses operational activities to identify risks and possible controls, provide feedback on the proper use and need for methodological framework as well as issue quality recommendations and standards to functions within scope.
The Role
The chosen candidate will be appointed as a Senior Quality Analyst in Grade 9 and will be expected to report to the Deputy Head within the Authority. S/he will be responsible for the overall coordination and management of the quality assurance programme and the reach of milestones and objectives on an operational and tactical level. The role involves working closely with stakeholders to understand their needs, conducting research and analysis, and contributing to improving business operations. It also involves ensuring that projects are adequately planned, resourced and supporting the team in delivering to high standards, on time and within set budget.
Main responsibilities:
Annual Quality Assurance Plan Development: Draft and execute a quality assurance plan that aligns with strategic organizational goals.
Quality Reviews: Perform rigorous quality reviews of Policies, DoPs, and SoPs to ensure they adhere to the quality framework and propose revisions where necessary.
Test Case Development: Design detailed test cases to validate system functionality against requirements.
Incident Reporting: Develop protocols for incident reporting, ensuring timely and accurate documentation of issues.
Requirements Traceability: Maintain a comprehensive traceability matrix that links requirements through to test cases and outcomes.
Business support during UAT: Provide support during User Acceptance Testing, including resource coordination, training, and feedback analysis.
Performance Monitoring: Implement and monitor key performance indicators to assess the effectiveness of quality assurance activities.
Stakeholder Engagement: Act as the primary contact for quality-related communications with internal and external stakeholders.
Compliance and Validation: Verify that all systems and procedures meet business needs and regulatory compliance standards before deployment.
The role will also involve the design, implementation and refining of testing processes and procedures to identify potential issues within the implementation of a core system within the Authority.
About You
We are looking for candidates with solid academic background in Business, Quality Assurance, IT and/or change management or an equivalent professional qualification.
You are in possession of an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
You will also possess a minimum of five (5) years working in the assurance field / Business Transformation environment.
If you do not have the necessary academic or professional qualifications but have at least ten (10) years of relevant experience in a related environment, we would still be interested in speaking to you.
Knowledge, Skills and Experience Required
- Proficient in change implementation and planning, data analysis, requirements definition, stakeholder relationship management;
- Proficient with methods and techniques for preparing statements of requirements both orally and in writing;
- Strong documentation skills and should have a good knowledge of the MFSA in terms of its core objectives and strategic goals;
- Able to facilitate remote and face to face meetings;
- Have good negotiation skills;
- Able to communicate with various team members in an effective manner;
- A team player and actively promote team spirit;
- Strong written and oral communication skills;
- Accurate and systematic in doing work;
- Able to examine issues critically and adopt relevant approaches geared towards successful business solutions;
- Preferably should have a good knowledge of the financial services industry.
