Team Manager (Support Services)
The Planning Authority invites applications for the post of Team Manager (Support Services)
Terms and Conditions
- indefinite employment subject to a successful probationary period of 12 months;
- annual salary and fixed allowances of €53,390.88, progressing to €58,367.52;
- a performance bonus;

Main tasks and responsibilities
The duties and responsibilities of the position are: -
- Manage, in its entirety, the Support Services function, as would be required for the smooth operation of the Authority.
- Plan, coordinate and ensure the implementation of the general preventive and remedial repair and maintenance, general cleaning, gardening, landscaping, signage and security, of the buildings, equipment and furniture, apertures, mechanical and electrical installations and grounds of the premises controlled by the Authority.
- Draw up and maintain effective procedures, schedules and rosters necessary to ensure the execution of the various Support Services functions.
- Co-ordinate, oversee and follow up the implementation of infrastructural projects to repair and/or refurbish premises controlled by the Authority with appointed project managers, architects, health and safety officers and other external consultants and contractors, to ensure a smooth and timely implementation of infrastructural projects at the highest quality standards.
- Exercise independent judgment and act on own initiative and on reports received in making recommendations to supervisor for preventive maintenance and/or remedial works to be undertaken, including the estimated costs involved.
- Monitor and review progress of contractual agreements and approve invoices for payment, resolve any problems that arise, perform post contract evaluations, and create and ensure maintenance of proper works, services and supplies records.
- Provide technical assistance to procurement officers in relation to purchases related to Support Services functions and needs, and to develop appropriate standards for furniture, office equipment and services.
- Manage the Authority’s fleet of vehicles in the most cost-effective manner, scheduling preventive maintenance programmes and ensuring the timely repair of damaged vehicles.
- Implement health and safety measures at the premises controlled by the Authority as recommended by the Health and Safety Officer and manage the distribution of personal protective equipment to identified Authority staff.
- Oversee the procurement, storage, and distribution of consumables, supplies and stationery, ensuring cost-effective purchasing, accurate inventory management, and timely availability of supplies to support the smooth operation of the Authority.
- Create and maintain an updated inventory of furniture, equipment, and other fixed assets.
- Provide support to Authority’s staff while on duty abroad, if and as required.
- Establish excellent working relationships and engage effectively with other employees across the Authority and other external stakeholders.
- Compile relevant information necessary for answering parliamentary questions, queries from the media and other stakeholders, related to the functions of the section.
- Prepare and implement the section’s business plan.
- Carry out various subsidiary tasks relevant to the effective working in the job within the scope of normal flexibility and as instructed by Management.
Educational and skill requirements
Eligibility, Qualifications and Experience Required
By the closing date of this advert, applicants must be:
- citizens of Malta; or
- citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
- citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
- any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
- third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; or
- in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
- The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.
- The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.
AND
By the closing date of this vacancy, applicants must be in possession of:
- Degree, or equivalent qualification as recognized by the MQRIC, in Project Management / Manage-ment / Commerce / Business Administration / Finance / Public Policy / Public Administration / Me-chanical, Electrical or Civil Engineering, or in a similar or related area.
- Applicants who have not yet formally obtained any of the qualifications required will be considered, subject to the submission of evidence that they have been approved for the award of the qualification in question.
AND
- Excellent written and oral communication skills, good leadership, tactful and diplomatic, high verbal, numerical aptitude and good analytical skills are essential. General management skills, staff management, organization development, team building, and work supervision, communication and interpersonal skills, creative skills in identifying innovative solutions, time management, quality control and monitoring.
AND
- At least 5 years post-graduate experience in one of the functions of the Authority or in any one or both of (i) facilities and support services management (including maintenance, procurement, and fleet operations) and (ii) project management (including analysis of issues, creating and implementing solutions).
