Senior PEGA Solutions Architect
About the Function
The Data Management & Business Intelligence (DMBI) function enables the MFSA to effectively manage, govern and leverage its data and digital information assets. It is responsible for data management and governance, data quality, enterprise reporting and analytics, business intelligence, records management, and key data platforms and solutions that support regulatory supervision and decision-making. DMBI works across the organisation to ensure data is trusted, accessible, well-governed and transformed into actionable insight, while enabling the Authority’s broader digital and data strategy.
About the Role
The selected candidate will be expected to provide senior technical leadership for the design, development and support of MFSA's strategic workflow and case-management platform, currently based on PEGA. The role sits within the Digital Platform & Applications team of the Data Management and Business Intelligence Function.
The Senior PEGA Solutions Architect will turn approved requirements and the architecture direction set by management team, into sound technical designs and working solutions. The role leads development on the platform, sets and upholds development standards, and reviews the work of internal developers, leased resources and implementation partners.
The role ensures that solutions built on the platform are well designed, maintainable and supportable, and that technical knowledge is held within MFSA rather than with external suppliers.
Key responsibilities:
- Translate approved business requirements into technical designs (case types, data model, integrations and user interface), within the architecture direction set by management team.
- Propose design options, setting out complexity, dependencies, risks and impact on the existing solution.
- Lead development on the platform and build complex components, integrations and reusable assets.
- Define and maintain development standards, including rulesets, branching, naming, reuse and unit testing.
- Review designs and code produced by internal developers, leased resources and implementation partners, and advise the management team on whether they meet MFSA standards.
- Support release preparation with the release and DevOps resources, including packaging, deployment checks and environment readiness.
- Provide L3 technical support: investigate complex incidents, identify root causes and agree fixes with the relevant supplier or team.
- Contribute to platform upgrades, performance and resilience reviews, and the management of technical debt.
- Work with the Technology function on integration, infrastructure, security and identity requirements.
- Take on knowledge transferred from implementation partners and keep technical documentation current.
- Coach and mentor internal developers and support their certification.
- Assess new platform features, front-end options and AI-assisted development tools, and recommend their use where they add value.
Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
About You
This role calls for candidates with an academic qualification in Software Engineering, Information Systems or a related discipline at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.
Candidates should also possess a minimum of eight (8) years working experience in an area related to the role.
If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years of relevant experience, we would still be interested in peaking with you. PEGA experience, particularly with Constellation, and certification at Senior System Architect (SSA) level or above, would be considered a strong advantage.
Skills and Competencies:
- Substantial hands-on experience designing and building enterprise applications on a workflow, case-management or low-code platform;
- Strong understanding of data modelling, integration (REST and other APIs), application security and release practices;
- Experience setting development standards and reviewing the work of other developers or suppliers;
- Experience supporting live, business-critical applications, ideally in a regulated environment;
- Sound technical judgement and attention to quality
- Clear communication with technical and non-technical colleagues;
- Constructive challenge of designs and supplier work;
- Willingness to coach and share knowledge;
- Collaborative, reliable and outcome-focused approach.
