Role Overview
The EU & International Policy Team Lead will oversee and coordinate a dedicated team responsible for EU and international policy matters. This role supports the senior management in preparing and managing national positions at EU and international levels while ensuring compliance with applicable legislation and organisational standards.
Key Responsibilities
- Team Leadership: Manage and guide the EU and International Affairs team, organising daily workflows, setting priorities, and ensuring high-quality outputs.
- Mentorship and Guidance: Provide advice, training, and support to team members on regulations, policies, procedures, and documentation standards relevant to EU and international affairs.
- Policy Monitoring: Keep track of EU and international developments, legislative proposals, and policy initiatives, ensuring the organisation stays informed on matters impacting national interests.
- Compliance and Coordination: Alert relevant officers to emerging EU and international matters, prepare coherent positions, and assist in managing EU-funded projects with adherence to governance and funding requirements.
- Documentation and Briefings: Prepare technical inputs such as position papers, explanatory memoranda, briefing notes, and supporting materials with accuracy and consistency, and brief officers prior to meetings to ensure effective representation.
- Representation and Liaison: Represent the organisation at national, EU, and international forums, contribute to position development, and liaise with internal departments, experts, and stakeholders to ensure coordinated, well-supported positions.
- Record Keeping and Reporting: Maintain accurate records of all EU and international documentation, track progress on tasks, follow up on actions, and prepare updates for senior management.
- Process Improvement: Support enhancements to workflows, coordination, and documentation processes to strengthen organisational responsiveness to EU developments.
- Professional Development: Encourage skill development and knowledge-sharing within the team through mentoring, training, and capacity-building initiatives.
Qualifications, Skills, and Attributes
- Education: Bachelor’s degree at MQF Level 6 in European Studies, EU Policy and Politics, Public Policy, International Relations, Economics, or related disciplines.
- Experience: At least 3 years of relevant professional experience in EU and international policy, legislative analysis, or a similar environment.
- Language Skills: Excellent command of both Maltese and English is required.
- Communication Skills: Strong oral and written communication abilities, capable of negotiating and presenting complex information effectively.
- Interpersonal Skills: Well-developed interpersonal skills with the ability to maintain professionalism and foster positive working relationships.
- Technical Skills: Competence in policy analysis, report preparation, and understanding of EU and international legislative frameworks.
- Organisation: Highly organised, with the ability to manage multiple tasks and deadlines efficiently.
- Self-Motivated: Proactive, driven, and able to work independently with minimal supervision.
- Problem-Solving: Strong analytical and problem-solving skills, able to navigate complex situations and provide practical solutions.
