Role Overview
The Senior Procurement Officer will support the Procurement Unit Manager and senior officials in managing procurement operations across the organisation. This role ensures that the sourcing of goods and services is conducted efficiently, adheres to relevant legislation, and delivers optimal value while maintaining high standards of transparency and fairness.
Key Responsibilities
- Supplier Management: Identify, evaluate, and appoint suppliers in line with procurement policies and procedures, fostering productive relationships to maintain service quality and contractual compliance.
- Contract Administration: Assist in negotiating contract terms and drafting agreements in collaboration with the Legal Department to ensure regulatory and organisational compliance.
- Procurement Operations: Issue and process purchase orders, maintain accurate records, monitor stock levels, and forecast future procurement needs to ensure uninterrupted operations.
- Compliance and Reporting: Prepare and present reports on procurement activities, supplier performance, and compliance metrics, staying updated on national and EU procurement regulations.
- Cross-Department Collaboration: Work closely with internal departments, Legal, and Finance to guide procurement processes, align with budgets, and ensure organisational policies are observed.
Qualifications, Skills, and Attributes
- Education: Bachelor’s degree at MQF Level 6 (or equivalent) in Public Administration, Business Administration, Supply Chain Management, or a related discipline.
- Experience: Minimum of 2 years’ relevant work experience in procurement or supply chain management.
- Language Skills: Excellent command of both Maltese and English is required.
- Communication Skills: Strong negotiation and communication capabilities for interacting with suppliers and internal stakeholders.
- Interpersonal Skills: Ability to collaborate effectively across teams and departments.
- Technical Skills: Proficiency in procurement systems and Microsoft Office applications; familiarity with government procurement regulations is an asset.
- Organisation: High attention to detail and the ability to manage multiple priorities efficiently.
- Self-Motivated: Proactive approach to tasks, with a commitment to continuous improvement and professional development.
- Problem-Solving: Analytical mindset with strong abilities to resolve procurement and operational challenges.
