About the Function
The Data Management & Business Intelligence (DMBI) function enables the MFSA to effectively manage, govern and leverage its data and digital information assets. It is responsible for data management and governance, data quality, enterprise reporting and analytics, business intelligence, records management, and key data platforms and solutions that support regulatory supervision and decision-making. DMBI works across the organisation to ensure data is trusted, accessible, well-governed and transformed into actionable insight, while enabling the Authority’s broader digital and data strategy.
About the Role
The selected candidate will be expected to lead a multidisciplinary team responsible for the development and ongoing operation of MFSA's strategic digital platform, and applications within the Data Management and Business Intelligence Function. The role has particular responsibility for the Authority’s strategic workflow and case-management platform, currently based on PEGA, and for the digital solutions delivered through it. These solutions support the orchestration of regulatory, supervisory and enforcement processes and the consolidation of information across the lifecycle of licence holders.
The Deputy Head will provide application and platform capability leadership, working closely with business owners and business analysts to translate business needs and approved functional requirements into sustainable, effective digital products. This role also provides technical and solution leadership across architecture, development, integration, implementation and application lifecycle management, working closely with business functions, Technology, programme management and external delivery partners. The position requires close collaboration with the Technology function managing the underlying technology infrastructure, enterprise-wide cybersecurity, organisation-wide planning and IT corporate governance. The role ensures that digital solutions are fit for business purpose, technically sustainable, well governed and effectively supported throughout their lifecycle.
Key Responsibilities Include:
- Leading the Digital Platform & Applications team, developing internal capability and an effective blend of internal and specialist external resources.
- Leading the technical evolution and release roadmaps of MFSA's PEGA-based solutions, including SCMS and future regulatory applications, in line with approved business priorities and the wider MFSA technology direction.
- Owning solution architecture and technical design, ensuring solutions are scalable, maintainable, secure and aligned with MFSA technology standards.
- Providing technical and digital solution advice to the business, assessing feasibility, complexity, dependencies and alternative approaches to business requirements.
- Ensuring that digital solutions support the coherent capture, use and consolidation of supervisory, regulatory and enforcement data across the lifecycle of licence holders.
- Providing technical assurance over implementation partners, challenging designs, development and delivery to ensure sustainable solutions and value for MFSA.
- Leading PEGA development and integration capability, establishing appropriate development standards, quality controls and knowledge-transfer arrangements.
- Overseeing the application lifecycle, including releases, upgrades, technical debt, performance, resilience and continual improvement.
- Working with the Technology function to ensure that application solutions comply with applicable enterprise architecture, integration, infrastructure, cybersecurity, identity, continuity and technology-governance requirements.
- Leading the technical aspects of application service delivery, working with the Service Delivery Manager and Technology to ensure reliable L1–L3 support and effective incident, problem and change management.
- Managing strategic technology suppliers and specialist partners, ensuring performance, knowledge transfer and appropriate reduction of supplier dependency.
- Building a strong partnership with business, technology and programme teams, ensuring digital solutions remain aligned with business priorities and wider MFSA technology strategy.
Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
This role calls for candidates with an academic qualification in Technology, Information Systems, Software Engineering or a related discipline at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.
Candidates should also possess a minimum of six (6) years working experience in a senior level and in an area related to the role.
If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant experience in a senior level role, we would still be interested in speaking with you.
Skills and competencies:
- Significant experience leading enterprise digital platforms and business applications, particularly workflow, case-management, low-code or comparable solutions.
- Strong technical understanding of solution architecture, application delivery, integration and application lifecycle/service management.
- Proven leadership of multidisciplinary teams and external technology partners, including building internal capability and managing supplier dependencies.
- Experience operating in a complex, business-critical or regulated environment, with strong governance, risk, assurance and service-management requirements.
- Ability to bridge business and technology — assessing solution options, managing dependencies and risks, and communicating technical and operational implications to senior non-technical stakeholders.
- PEGA experience is an advantage but not essential; substantial experience with comparable enterprise workflow, case-management, CRM, ERP or low-code platforms is transferable. Relevant professional certifications are an advantage.
