Role Overview
The IT Deputy Manager will support the reliable and secure operation of the Client’s technology environment while coordinating the activities of the internal ICT function. The role combines hands-on technical expertise with team supervision, supplier management, information security, procurement and the delivery of technology projects.
The successful candidate will also contribute to the continued development of the Client’s ICT infrastructure, identifying opportunities to strengthen systems, improve efficiency and ensure that technology services remain aligned with organisational requirements.
Key Responsibilities
- ICT Operations: Oversee the day-to-day performance of the organisation’s technology environment, including servers, networks, communications systems and other essential ICT infrastructure, with a strong focus on reliability and service continuity.
- Technical Support: Provide advanced technical assistance for issues escalated by ICT colleagues, investigating complex system and connectivity problems and ensuring that appropriate solutions are implemented efficiently.
- Systems Security: Maintain robust safeguards across the ICT environment, protecting organisational information and technology resources while supporting secure and dependable system performance.
- Infrastructure Management: Establish appropriate processes for system updates, preventative maintenance and technology monitoring, helping to reduce vulnerabilities and minimise service interruptions.
- ICT Team Coordination: Supervise ICT personnel, allocate priorities and provide guidance to support the effective delivery of technical services across the organisation.
- Technology Strategy: Contribute to the development and implementation of policies and plans covering information systems, data management, technology infrastructure and related operational requirements.
- Documentation & Asset Control: Maintain comprehensive records covering ICT equipment, software, infrastructure configurations, operational procedures and guidance materials for users.
- Supplier Management: Serve as a key point of contact for external technology partners, overseeing service arrangements, software licences, subscriptions, maintenance agreements and supplier performance.
- ICT Procurement: Coordinate technology purchasing activities, including researching available solutions, preparing procurement documentation, participating in evaluation processes and managing relationships with selected providers.
- Project Delivery: Lead assigned technology projects throughout their lifecycle, coordinating planning, implementation, testing, transition and subsequent operational support in line with established project practices.
- Budget Support: Assist management with financial planning relating to technology investment, ongoing support, maintenance requirements and future ICT needs.
- Continuous Improvement: Assess existing systems and working practices and recommend technology enhancements that can improve productivity, resilience and organisational effectiveness.
- Website Support: Coordinate technical maintenance requirements relating to the Client’s website and associated digital services where required.
- Industry Awareness: Remain informed about developments in enterprise technology, cyber security, cloud services and relevant vendor solutions, pursuing professional learning and technical certification where appropriate.
- External Representation: Participate on behalf of the Client in relevant national, international meetings, working groups or industry forums when required.
Qualifications, Skills and Attributes
- Education: Candidates should hold either an MQF Level 6 Bachelor’s degree in Computer Science, Management Information Systems or a comparable ICT-related discipline, together with at least six years of relevant professional experience; or an MQF Level 7 Master’s degree in one of these areas, supported by at least five years of relevant experience. Equivalent recognised technical or vocational qualifications may also be considered where appropriate.
- Professional Certifications: Microsoft systems administration or CompTIA credentials would be advantageous. Current vendor certifications from recognised technology providers such as Cisco, HPE or IBM would also strengthen an application.
- Experience: A minimum of five or six years of relevant ICT experience is required, depending on the level of academic qualification held. Candidates should be comfortable working across technical operations while also coordinating people, projects, suppliers and organisational technology requirements.
- Language Skills: Excellent command of English is required to succeed in this role. The ability to communicate in Maltese would be an asset.
- Communication Skills: Strong written and verbal communication skills are essential, together with the ability to produce accurate, structured and easy-to-understand technical documentation.
- Interpersonal Skills: The successful candidate should be confident working with colleagues at different levels of the organisation as well as external technology providers and other stakeholders.
- Technical Skills: Strong knowledge of the Microsoft technology ecosystem is required, including Windows Server, Microsoft 365, Active Directory, SharePoint and SQL Server. Candidates should also understand networking fundamentals and have experience or familiarity with virtualisation and cloud-based environments.
- Information Security: A sound understanding of technology security principles, system protection, access management, software updates and infrastructure resilience is important for this position.
- Project & Supplier Management: The ability to coordinate technology initiatives, manage third-party providers and contribute to procurement activities is essential.
- Organisation: A structured and systematic approach is required, with the ability to balance operational priorities, technical projects, documentation, supplier commitments and team responsibilities.
- Self-Motivated: Candidates should demonstrate initiative and a commitment to keeping their technical knowledge current as technologies, security requirements and organisational needs continue to evolve.
- Problem-Solving: Strong analytical ability is required to investigate technical issues, identify underlying causes and implement practical solutions while limiting disruption to users.
