Role Overview
The AML & Compliance Manager will take a leading role in safeguarding the Business against money laundering, terrorist financing, sanctions breaches and wider regulatory risks. Working alongside the MLRO, Compliance Officer and senior leadership, the successful candidate will oversee the AML function, strengthen internal safeguards and help ensure that the Company continues to meet the obligations arising from its Trustee and Company Service Provider licence.
Key Responsibilities
- AML Governance: Assist the MLRO with the design, application and ongoing improvement of the Business’s controls for AML/CFT, sanctions compliance and the prevention of financial crime.
- Regulatory Alignment: Keep the AML programme consistent with relevant legislation, FIAU guidance, MFSA rules, recognised international principles and the Company’s internal governance standards.
- Customer Due Diligence: Supervise client acceptance, risk classification, continuing monitoring, scheduled and event-driven reassessments, corrective reviews and relationship termination procedures.
- Complex Cases: Assess sensitive or elevated-risk applications, make appropriate approval decisions and refer significant concerns to the MLRO.
- Financial Crime Controls: Direct transaction surveillance, sanctions screening and related detection processes, ensuring that alerts are examined thoroughly, recorded correctly and referred without unnecessary delay.
- Regulatory Change: Track new regulatory expectations and market developments, assess their impact on the Business and recommend suitable improvements to policies, procedures and controls.
- Management Reporting: Produce meaningful compliance data, performance measures, risk indicators and written updates for the MLRO, senior leadership, the Board and regulatory bodies.
- Team Leadership: Manage and develop the AML team through clear direction, technical assistance, coaching and constructive performance support.
- Workload Management: Set priorities across due diligence, monitoring, investigations and remediation assignments to ensure that work is delivered within statutory timeframes and agreed internal standards.
- Compliance Monitoring: Support the Compliance Officer with the implementation of the compliance programme, including testing controls, recording observations and following up on corrective measures.
- Advisory Support: Provide practical regulatory guidance to colleagues and assist with supervisory enquiries, inspections, external audits and information requests from competent authorities.
- Training and Culture: Deliver guidance and learning sessions that encourage sound judgement, personal accountability and ethical behaviour throughout the organisation.
Qualifications, Skills and Attributes
- Education: A bachelor’s degree in Law, Compliance, Finance, Business, Risk Management or another relevant field is required.
- Experience: At least five years of relevant experience covering anti-money laundering and regulatory compliance within the financial services industry.
- Reporting Experience: Proven ability to prepare clear, decision-focused submissions for Boards, regulators and senior stakeholders.
- Language Skills: Excellent written and spoken English is essential for this position. Knowledge of Maltese would be considered an advantage.
- Communication Skills: Able to explain technical regulatory matters clearly and provide practical guidance to audiences with different levels of compliance knowledge.
- Interpersonal Skills: Confident in building credible working relationships with leadership, operational teams, regulatory contacts and external parties.
- Leadership: Capable of supervising professionals, assigning responsibilities and supporting team members in achieving consistently high standards.
- Analytical Skills: Strong judgement and investigative ability, with the capacity to evaluate complex information, identify unusual activity and determine appropriate action.
- Technical Knowledge: Sound understanding of AML/CFT obligations, sanctions controls, customer risk management, financial crime prevention and the regulatory environment applicable to Trustee and Company Service Providers.
- Organisation: Skilled at balancing competing deadlines, coordinating several workstreams and maintaining accurate records.
- Self-Motivated: Comfortable taking ownership of responsibilities and working independently while remaining closely aligned with key stakeholders.
- Problem-Solving: Able to identify weaknesses in existing arrangements and introduce proportionate, workable solutions that reduce exposure to regulatory risk.
